MESSAGE FROM THE PRESIDENT
As a civil engineer, I have dedicated more than 30 years of my career to road infrastructure management. I received my bachelor's degree from Kyoto University and earned a master's degree from Arizona State University. I have also gained international experience through assignments with the World Road Association (PIARC) in France and JICA projects in India and Vietnam.
It is a great honor to bring these experiences to the United States, and I sincerely hope to contribute to the advancement of road infrastructure by working closely with our clients and partners. With our talented team, we remain fully committed to empowering clients with practical solutions that remove the guesswork from repair planning and budgeting and supporting sustainable infrastructure management across the United States.

ABOUT US
For more than 70 years, NEXCO-Central, one of Japan’s largest toll-road concessionaires, has designed, financed, constructed, maintained, and operated toll-road infrastructure. As a wholly owned subsidiary of NEXCO-Central, NEXCO Highway Solutions of America Inc. draws on the knowledge of experienced in-house civil engineers to deliver practical, reliable, and data-driven solutions for real-world infrastructure management. Today, we provide AI-powered pavement assessment and planning solutions to municipalities and local governments throughout Texas and Oklahoma.
We developed our solutions by listening closely to municipalities and understanding what they need from a pavement management service. Our Smart Pavement Management System (SPM) is an AI-powered pavement assessment service designed to make pavement condition information understandable, affordable, and actionable for local governments. All AI-assisted assessment results are rigorously reviewed and validated by our in-house civil engineers to support accuracy and reliability.
Clients receive comprehensive deliverables that include pavement condition data, roadway images captured approximately every 33 feet, an intuitive GIS map, and technical reports that support informed decision-making. Since launching SPM in 2020, we have completed more than 85 projects across Texas and Oklahoma.
Our services include SPM-PCI analysis, SPM-IRI analysis, deterioration prediction, and budget simulation. By providing objective and easy-to-understand pavement condition information, we help municipalities make informed decisions about repair planning, budgeting, maintenance priorities, and long-term asset management.
